"Communications": Egypt is the first Arab and African country to join the "Document on the Use of Artificial Intelligence"

The Ministry of Communications and Information Technology is keen to enhance Egypt's international standing in the field of AI, push for regional and international cooperation and support a number of international initiatives in this field, especially in issues related to the uses of AI for development, AI ethics and its impact on future jobs within the framework of working to support efforts National Development Authority using AI; Egypt has actively participated in cooperation with the Organization for Economic Cooperation and Development (OECD) in drafting the AI ​​recommendations document, which includes guidelines for the responsible use of AI, including capacity building, governance, responsibility, humanity, transparency and other important principles.


Commenting on this; Dr. Amr Talaat, Minister of Communications and Information Technology, affirmed that Egypt seeks to take advantage of the possibilities offered by emerging technologies, especially artificial intelligence, to find innovative solutions to the challenges faced by Egyptian society, and to contribute to improving the quality of life of citizens. Pointing to the Ministry of Communications and Information Technology's keenness to participate in international forums, exchange experiences and joint cooperation with international organizations to discuss the role of this technology in vital sectors, in addition to working to unify regional positions towards priority issues and areas of artificial intelligence in the framework of work to enhance Egypt's position on both levels. Regional and global in the field of artificial intelligence.


Dr. Golestan Radwan, Advisor to the Minister of Communications and Information Technology for Artificial Intelligence, explained that Egypt supported the document after the Organization for Economic Cooperation and Development (OECD) announced its issuance, which is in line with the national vision towards promoting the use of technology in all aspects of life and achieving digital transformation. For Egypt to be the first Arab and African country to formally join the countries approved by the Organization for Economic Cooperation and Development document on responsible AI, and Egypt also contributed by translating a copy of the recommendation into Arabic to give it a regional dimension and to enhance the Egyptian participation in this international forum.


The Organization for Economic Cooperation and Development has invited Egypt to share its experience and the initiatives it has launched in the field of AI.


Cooperation is underway with the organization within a group of experts who have been selected to study how to implement the recommendation on the ground in line with national policies pursued by countries, as the implementation comes through a number of initiatives of a developmental nature.


On a related level; Egypt joined, as an observer, to the Global Partnership for Artificial Intelligence, concerned with scientific research in the field of AI, in accordance with the aforementioned recommendation on the responsible use of this emerging technology.


It is worth noting that Egypt is currently leading the African Working Group for Artificial Intelligence, as well as an Arab working group for Artificial Intelligence to unify efforts in its activities among the member states, and Egypt has also been chosen for the position of Vice President of the UNESCO International Team of Experts in charge of preparing a draft of the first international document related to the ethics of AI Egypt has organized regional consultations at the Arab level on this document, with the participation of more than 15 Arab countries, and Egypt is currently participating in the governmental negotiations on the document in preparation for its adoption in November 2021 at the UNESCO General Conference.


Egypt actively participates in the activities of international organizations related to discussing AI issues, including UNESCO, the United Nations, the International Telecommunication Union, the World Intellectual Property Organization, the International Labor Organization, the World Summit on the Information Society, the Internet Governance Forum, the STI Science, Technology and Innovation Forum, and the Paris Forum. For peace, during which the AI ​​project entitled "Optimal use of water for agriculture" was chosen from among the top 100 projects.
